Community Vision
• Vision Statement: describes the community’s collective aspirations for the
Village’s future and provides a unifying direction for the Plan
• Vision Principles: Frames the development of more specific actions and policies
that will be undertaken over the next decade
• The Community Vision is meant to be referred to consistently especially when
considering new developments or when new opportunities arise
• The Community Vision is shaped by input from the Village, residents, and other
community members

Highland Hills is a small community with big impact. It is a
resilient and united community that honors its past, prioritizes its
people, and embraces its future.

1. Expand the tax base and foster economic
growth

image while maintaining its village

• They can help shape the future land use map and inform zoning changes in
