The Convention on the Rights of the Child outlines the basic human rights that all children below the age of 18 should enjoy. It recognizes children's rights to survival, development, protection, and participation. The Convention has been translated into Khmer and ratified by Cambodia to protect children's rights within the Cambodian legal system and society.

This document outlines regulations regarding construction permits in Cambodia. It establishes that all private or public construction projects require a permit, with some exceptions for small rural homes and maintenance/repair work. It assigns authority to issue permits to provincial and municipal administrations for most projects, but reserves larger projects, those in protected areas, and structures of national importance for the national government. It also establishes committees at the provincial/municipal level to review permit applications and make recommendations to the national government. ABSTRACT
The present research on 'The Developing of Khmer Curriculum for Foreigners' is to develop a curriculum for teaching the Khmer language to foreigners as well as contributing to the appreciation of Khmer language and literature. The data used for analysis were collected from various sources such as academic institutions, libraries, and interviews. Most of the data related to the Khmer curriculum and instruction, both for Khmer students and for foreign ones. The curriculum was developed basing the theory of Second Language Acquisition and Bloom's Taxonomy perspective and the Cambodian Qualification Framework. The results of the present study found that Khmer teaching for foreigners from the previous time was often started by the preparation of textbooks or teaching materials other than developing curriculum at first start. The curriculum is a map that helps guide the learner and the teacher towards the goal of giving knowledge and acquisition. The recent research is the integration work. Previous work on teaching Khmer for foreigners was combined to the recent result which may give broader and clearer knowledge of Khmer language and literature. We hope that the present study could serve as a guideline for lectures and foreign students to reach their goal of education.
