Fraudulent misuse of the reputation and name of Indian Institute of
Technology, Kharagpur in establishing and operating of a fake institution for
offering Degree/Diploma by The Institution of Electrical Engineers(India),
Jhapetapur, Kharagpur.

Several stories on running of fake institution, involvement of Prof. Amit Kumar
Ghosh, Professor of Aerospace Engineering Department, IIT, Kharagpur, and
offering of Degree/Diploma by the so called The Institution of Electrical
Engineers(India), Jhapetapur, Kharagpur have been appearing in the Press. These
stories have repeatedly dragged the name of IIT Kharagpur. In view of this, IIT
Kharagpur wants to clear its position.
Indian Institute of Technology, Kharagpur is an institution of international
repute and is governed by its Acts and Statute. IIT Kharagpur as per its Acts and
Statute cannot
a) affiliate any College/Institution
b) recommend curriculum or syllabi of any other Institute to be at par with its
degree level curriculum or syllabi
c) recommend to others any degree/diploma of other Institute to be at par with
IIT Kharagpur for the purpose of admission/employment.
Therefore, the Institute is no way connected in either affiliating or recognizing the
Degree/Diploma of the so called The Institution of Electrical Engineers (India). In the event
of any use of the name and reputation of IIT Kharagpur is made by any person, shall be an
act of fabrication and forgery, the responsibility of which is to be borne entirely by the
individual concerned including all legal obligations and liabilities. As sequel to the newspaper
reports on the matter came across the following points are mentioned :
(i) That Prof. Amit Kumar Ghosh is directly involved in the matter of awarding of
Degree and Diploma certificates by the Institution of Electrical Engineers

(India), Jhapetapur, Kharagpur came to the notice of the Institute through a
local Bengali Daily on 14th
August, 2010. Immediately the Institute started
internal investigation. Prof. Amit Kumar Ghosh was asked to step down from
the Head of Aerospace Engineering Department and from the position of
CVO of the Institute. New Head of the Department was appointed by the
Institute and new CVO was recommended to the Ministry of Human Resource
Development for possible appointment.
(ii) The Institute received complaint as on 30.09.2010 and received on October 5,
2010 from a few students of the so called IEE (India) alleging that the
Institution of Electrical Engineers (India) was being operated by Prof. Amit
Kumar Ghosh as its President and one Dr. J. K. Tewari as its Director
General and Secretary.
(iii) During the internal investigation, the Institute has come across the following
documents that appear to be fraudulent. The documents show that the
Institution of Electrical Engineers (India) that Dr. J. K. Tewari as its Director
General & Secretary and Prof. J. C. Biswas, former Professor of IIT
Kharagpur have obtained allegedly a Presidential Stricture for a Deemed
University named International University of Modern Science and Technology
with Dr. J. K. Tewari as its lifelong Director and Prof. Juran Chandra Biswas
as its lifelong Vice Chancellor. The alleged Stricture also gives its Deemed
University status under Section (3) of UGC Act. The Stricture also has a
provision that the Associate Membership Examination of the Institution of
Electrical Engineers (India) will be at par with the Baccalaurate Degree in
Electrical Engineering of India / foreign University and is equivalent to the
Associate Membership Examination of the Institution of Electrical Engineers
(London). This Stricture also states that the Diploma of IEE (India) is

approved at par with the Diploma in Electrical and Mechanical Engineering
from State Polytechnics.
(iv) A letter alleged to be written by Prof. K. L. Chopra, former Director, IIT
Kharagpur in 1996 giving the syllabi of Associate Membership Examination of
the Institution of Electrical Engineers (India), the recognition and professional
affiliation of IIT Kharagpur as equivalent to BE/B.Tech Degree and their
eligibility to appear at GATE Examination for admission to M.Tech/MS. Prof.
K. L. Chopra in his written statement to the Institute has declared that the
letter alleged to have been signed by him is forged. It may please be noted
that IIT Kharagpur does not offer any BE Degree. Therefore, considering
equivalence is out of question. Eligibility to appear at GATE Examination is
decided by the Charter of Professional Societies approved by the Ministry of
Human Resource Development, Government of India. The name of The
Institution of Electrical Engineers (India) is not available in that Charter. The
National Coordinating Board (NCB) for GATE Examination has never
permitted the so called graduates of IEE (India) to appear at GATE and seek
admission to PG programme in Engineering.
(v) The Institution of Electrical Engineers (India) itself got registered as a Society
in 2001 vide Registration Certificate No. S/1l/2576 of 2000-2001 dated 5th
March, 2001.
(vi) The Institution of Electrical Engineers (India) based on the above allegedly
forged documents posing it as a Professional Body got allotment of one
Quarter within the Campus of the Institute in 2004. On 20th
June, 2007, it
came to the notice of the Institute that the allotted Quarter to IEE (India) is
being used to operate an International University of Modern Science and
Technology. The Institute immediately cancelled the allotment and evicted the
occupant i.e. the Vice President of The Institution of Electrical Engineers

(India). The reemployment of the Vice President, Prof. J. C. Biswas from the
Institute was withdrawn. He was also forced to leave the Campus within
seven days.
(vii) That The Institution of Electrical Engineers (India) is conducting examination
and awarding Diploma with its office at Jhapetapur, Kharagpur with the
approval of the so called Board of Governors of the faculty of IIT Kharagpur (
a non-existent body) came to the notice from a complaint received from the
alleged students of IEE(India) on 05.10.10.
The sequence of events makes one to believe a section of the people associated
with so called IEE(India) have deliberately tried to involve the name of the Institute to cash
on its goodwill. Based on the allegedly forged documents, they also might have duped both
the faculty of the Institute and the public at large.
The Institute has put Prof. Amit Kumar Ghosh under suspension with effect from
25.10.10 and initiated departmental proceeding against him. The Institute has also initiated
legal action against those who have been involved in using the name of IIT Kharagpur and in
tarnishing its image.
