Physical, mental, and developmental health, along with education, were the topics at the December 1 inaugural hearing of a newly established Senate Select Committee on Children with Special Needs. The purpose of the committee is to increase legislators' understanding of how programs and services for children with special needs are organized and delivered, and to identify ways to improve and strengthen the systems. The initial meeting presented an overview of the various systems and how they interact. Representatives from each field, as well as parents and government officials, provided testimony. This presentation provides an overview of the systems that serve children with special health care needs in California.

This thesis examined whether the Early Learning Measure (ELM) could predict outcomes for children with severe autism following Intensive Behavioral Intervention (IBI). The ELM assessed skills in four domains monthly for the first four months of IBI. Children were grouped based on mastery of the ELM. Outcomes on measures of adaptive behavior and cognitive functioning were assessed at entry, 6 months, and 12 months. Results showed that mastery of the ELM correlated with better outcomes and that expressive labeling ability may distinguish children who benefit from IBI. However, combining ELM mastery with baseline characteristics provided the best prediction of outcomes. Determining predictors can help maximize resources and prevent ineffective treatment.

Autism, which involves persistent deficits in social communication and behavioral flexibility, has been increasingly prevalent in recent years. Although considerable research on language in autism has focused on pragmatic impairments, few researchers have attempted to identify the link between memory and language impairments. Walenski, Tager Flusberg, and Ullman 2006 hypothesized that procedural memory deficit leads to grammatical impairments. Due to dearth of studies examining procedural memory across varied output modalities, the present investigation was planned. Thus, the main aim of this study was to investigate procedural memory across phonological and orthographic domains in children with autism. Ten children with high functioning autism aged from 7 17 years and typical controls were recruited as participants in the present study. Test for Examining Expressive Morphology Shipley, Stone and Sue, 1983 , consisting of true words, was used to investigate whether intact declarative memory takes over the function in the clinical group by correctly inflecting the target word verbally. In addition, Wug Test Berko, 1958 was administered to examine non word inflections in both clinical and control groups. Sentence completion tasks for both spoken and written modalities were administered to individual participants in a sound treated room. The findings of the the present study indicate that the clinical group obtained good scores on true word verbal tasks since they stored the word with suffixes as a whole unit in their relatively spared declarative memory. However, since non words are not stored in declarative memory, verbal performance of the clinical group on Wug Test was found to be impaired. Statistical analysis revealed no significant difference between the two groups on non word tasks in orthographic modality. This suggests that orthographic procedural memory is spared although the phonological counterpart is impaired in children with autism. Thus, double dissociation of written and spoken language processes in procedural memory is hypothesized. The potential implication of the present study is that procedural memory training using intact orthographic modality could enhance learning of morphological rules in children with autism. However, future studies on larger sample size across the spectrum is recommended to establish clinical implications. This study examined the relationship between cortical auditory evoked potentials (CAEPs) recorded in response to speech stimuli and outcomes on a parental questionnaire, in young infants fitted with hearing aids. The presence or absence of CAEP responses was determined by an experienced examiner and through statistical analysis. A statistically significant correlation was found between CAEP responses and questionnaire scores, whether determined by the examiner or statistical analysis. This suggests CAEPs may be a valid tool for evaluating the fitting of hearing aids in young infants.

This document summarizes a study that used longitudinal analysis to identify predictors of outcomes for children with autism undergoing intensive behavioral intervention (IBI). Twenty-four children received on average two years of IBI and were assessed every six months using standardized tests. Multilevel modeling found that total intervention time, pre-intervention functioning, and age best predicted improvement in language, daily living skills, cognitive, and motor abilities over time. The results suggest that longitudinal analysis is a promising method for identifying reliable predictors of IBI outcomes.

The rapid growth in the number of autism disorder among toddlers needs for the development of easily implemented and effective screening methods. In this current era, the causes of Autism Spectrum Disorder (ASD) do not know yet, however, the diagnosis and detection of ASD is based on behaviours and symptoms. This paper aims to improve ASD disease prediction accuracy among toddlers by using the Logistic Regression model of Machine Learning, through the collected health care dataset and by using an algorithm for rapid classification of the behaviours to check whether the children are having autism diseases or not according to information in the dataset. Therefore, Machine Learning decreasing the time needed to detect the disorder, then providing the necessary health services early for infected toddlers to enhance their lifestyle. In healthcare, most machine learning applications are in the research stage, and to take the advantage of emerging software tools that incorporate artificial intelligence, healthcare organizations first need to overcome a variety of challenges.

This document describes a Delphi consensus study conducted to identify criteria for language impairments in children. A panel of 59 experts from various disciplines and countries participated in a two-round online Delphi process. In the first round, the panel rated statements on relevance and validity. Their responses were analyzed and revised statements were sent back for a second round, where consensus of 80% or more was reached for most statements. The resulting consensus criteria and commentary are presented, with the goal of improving identification of children who would benefit from language intervention services. However, some disagreements remained around terminology and conceptualization of language difficulties between professions.

An attempt is made to develop a smart toy to help the children suffering with communication disorders. The children suffering with such disorders need additional attention and guidance to understand different types of social events and life activities. Various issues and features of the children with speech disorders are identified in this study and based on the inputs from the study, a working architecture is proposed with suitable policies. A prediction module with a checker component is designed in this work to produce alerts in at the time of abnormal behaviour of the child with communication disorder. The model is designed very sensitively to the behaviour of the child for a particular voice tone, based on which the smart toy will change to tones automatically. Such an arrangement proved to be helpful for the children to improve the communication with other due to the inclusion of continuous training for the smart toy from the prediction module.
