JOB DESCRIPTION
                               Plant & Facilities Manager
                                     Victoria Hospital


DEFINITION:

Under direction, plans, directs and coordinates construction, maintenance and repair of
buildings, grounds and non-biomedical equipment (e.g. boilers, autoclaves) within the
hospital; and does related or other work as required.

CLASS CHARACTERISTICS:

This employee class is responsible for the operational maintenance of the facility & non-
biomedical equipment maintenance. The holder of this position ensures that construction,
maintenance and repair needs of the hospitals buildings, grounds and non-biomedical
equipment are met.

TYPICAL DUTIES:

   1. Plans, assigns and directs the construction, maintenance and repair of buildings
      and related equipment.

   2. Plans and directs the maintenance, inspection and repair of a variety of standard
      and complex non-medical equipment, including the development of preventative
      maintenance schedules.

   3. Assists with the planning, development and coordination (through the Hospital
      Management and the Health Planning Unit) remodeling and renovation projects
      throughout the hospital; inspects and coordinates work of outside contractors
      involved with remodeling and construction; coordinates the activities of the in-
      house construction/maintenance crew.

   4. Plans, assigns, and directs the internal construction, repair and maintenance of
      hospital grounds and facilities.

   5. Plans, assigns, and directs the maintenance and operation of all major hospital
      utility systems, including, but not limited to, high pressure boilers, steam lines,
      water, sewer, gas, electrical, Heating, Ventilation & Air Conditioning (HVAC),
      and Medical Gases.

   6. Interviews, selects, trains, supervise and evaluates subordinate personnel.

7. Prepares budgets for each functional area; recommends expenditures for hospital
      maintenance services; coordinates the purchase of material, equipment, tools and
      services provided by outside vendors for the repair and maintenance of hospital
      facilities, equipment and grounds.

   8. Functions as the Hospital Safety Officer to develop and enforce hospital-wide
      safety policies and procedures and direct corrective actions pertaining to safety
      issues; attends courses when available in safety and other subjects relative to
      Facility and non-biomedical equipment maintenance.

   9. Maintains all fire alarms, extinguishers, sprinklers and security systems

   10. Develops and administers hazardous materials policies and procedures (in
       keeping with NEMO national plan); assists with the development and
       administration of Victoria Hospitals Business Continuity Emergency Plan under
       the guidance of NEMO; assists with the management of Victoria Hospital
       biohazardous and infectious waste management programs; identifies and
       appropriately administers removal of all hazardous material and other surplus
       items under the direction and supervision of the appropriate authority.

   11. Prepares and submits reports; works directly with other related ministries and
       maintains all records required to assure that the department meets standards; and
       participates in inspections performed by such agencies.


MINIMUM QUALIFICATIONS:

                                        EITHER 1

Experience: At least 5 years as Assistant Plant & Facilities Manager, or a district
Maintenance and Construction Supervisor;


                                           OR II

Experience: 3 years as an Office Building Engineer this included supervisory
responsibilities;

                                           OR III

Experience: 6 years experience in plant engineering, plant operations and plant
maintenance in a large commercial, industrial or institutional building or building
complex, 2 years of which should have been at least at the level of an assistant Facilities
Manager.

Knowledge of: Low and high pressure boilers, heating, lighting, ventilating, electrical
power, air-conditioning, refrigeration, mechanical equipment as it applies to the
operation, maintenance and repair of such equipment; methods, materials, tools, and
practices used in the painting, plumbing, carpentry, masonry, electronic, electrical and
mechanical trades; occupational hazards and safety practices of the building, electrical
and mechanical trades; supervisory methods and techniques; Regional/St Lucia
administrative codes; regarding plant maintenance and operations; building codes; and
the Occupational Safety & health Act.

Ability to: Plan, assign, supervise and coordinate the work of subordinates; plan and lay
out maintenance projects; estimate labor, materials and other costs for the projects; plan
and execute preventive maintenance programs; keep records and prepare reports; express
oneself clearly and concisely, both orally and in writing; establish and maintain effective
working relationships with subordinates, department representatives and others; read and
interpret complex rules, regulations, plans and specifications, prepare budgets and make
expenditure recommendations. Displays a high level of effort and commitment to
performing required work; operates effectively within the organizational structure,
demonstrates trustworthiness, and responsible behavior.

Preferred qualification:

       Bachelors Degree in engineering/Building construction architecture, or a directly
        related field
