This document proposes a project called MISO that aims to improve healthcare access in medically underserved areas through a network of mobile and portable clinics. Key aspects of the proposal include: - Operating a fleet of mobile clinics ("clinics on wheels") that can travel to patients' locations and provide a variety of medical services. - Developing self-sustainable portable clinics that use solar power and can be deployed in remote areas. - Creating a healthcare "information backplane" using standardized protocols to connect different components like electronic health records, telemedicine, and mobile clinics. - Gradually implementing the network starting with behavioral health services delivered from vehicles near existing health centers.
