Where is it or where is it happening? Ozone occurs both in the earths upper atmosphere and at ground level. 15 and 48 kilometers above earths surface

How doe it affect life on earth? Or how is life on earth affected by it? Skin cancer, cataracts, throat and lung irritation. Or aggravation of asthma or emphysema. By the amount of UVB present-day sunlight, because of the limited ability to adapt to increased levels of UVB.
