This document provides information about an upcoming workshop on language testing and evaluation. It will be conducted by Professor Dr. Barry O'Sullivan over two days in Kuala Lumpur and Johor Bahru. The workshop will briefly outline a theoretical basis for creating speaking assessment tasks and demonstrate this approach through examples. Participants will then design prototype speaking assessment tasks for their own use. The workshop aims to provide sound theoretical foundations and practical guidance for developing valid and reliable test items.

1. In this workshop a theoretical basis for creating
tasks for the assessment of speaking will be
briefly outlined focusing on what we know of
the test takers, the test task parameters and the
scoring of test performance. I will then
demonstrate through examples taken from the
British Councils Aptis test, an approach to
creating appropriate tasks. Based on this,
participants will be encouraged to consider their own classes to
design a prototype task or tasks for use in their own situation. In
addition, the Common European Framework of Reference (CEFR) will
be highlighted and examples described.

Overview
There are various pertinent issues to be considered in the selection
and design of test items. Sound theoretical underpinnings and relevant
practical details in constructing good test items would ensure that we
can arrive at reliable and valid test items which form part of good
testing practices. The School of Professional and Continuing Educa-
tion, Universiti Teknologi Malaysia (UTMSPACE) in collaboration with
the Language Learning & Techning Research Group, UTM Language
Academy, is pleased to organise the Language Testing and Evaluation
Workshop. The workshop will be conducted by a language testing
expert Professor Dr. Barry OSullivan who is Senior Advisor to the
British Council, London.

Speaking Ability in the Classroom
Prof. Dr. Barry OSullivan
Professor Dr. Barry OSullivan is particularly interested in issues
related to performance testing, test validation and test-data
management and analysis. He has lectured for many years and
has published extensively on language testing and assessment.
His publications have appeared in a number of international
journals and he has presented his ideas at numerous
international conferences around the world. His books, among
others, include Language Testing: Theories and Practices, 2011
(Palgrave Macmillan), Modelling Performance in Tests of Spoken
Language, 2008 (Peter Lang), and Issues in Business English
Testing, 2006 (Cambridge University Press).
Professor OSullivan is currently Senior Advisor, English
Language Assessment at the British Council, London, working
with a team of developers on the creation of innovative
assessment systems. He also advises government and
corporate institutions around the world on behalf of the British
Council on aspects of assessment. He is also Honorary Professor
of Applied Linguistics at the University of Roehampton, London.
