Enhances the EU’s ability to anticipate, prevent,
and respond to the new threats and crises.
Natural disasters:
floods, wildfires, earthquakes, and
extreme weather events exacerbated
by climate change.
Human-induced disasters:
industrial accidents, technological failures,
and pandemics.
Hybrid threats:
cyberattacks, disinformation campaigns
and FIMI (foreign information manipulation
and interference), and sabotage of critical
infrastructure.
Geopolitical crises:
armed conflicts, including the possibility of
armed aggression against Member States.

Foresight and Anticipation:
• Strengthen operational foresight and anticipation capabilities
(early warning, risk assessment).
• Develop an EU framework for risk and threat assessments.
• Ensure regular updates at EU political level.
• Strengthen the Emergency Response Coordination Centre (ERCC).
• Develop an EU catalogue for training and a platform for lessons learned.
Resilience of Vital Societal Functions:
• “Preparedness by design” into EU policies and actions.
• Design a comprehensive framework with Minimum Preparedness requirements.
• Develop/ put in place an EU stockpiling strategy.
• Climate Adaptation Plan.
• Water Resilience Strategy and other critical natural resources.
Population Preparedness:
• Enhance risk and threat awareness by the population.
• Ensure population self-sufficiency (72 hours) across EU.
• Promote preparedness in youth programmes.
• Attract talent to reinforce EU’s preparedness.
• Preparedness in education curricula and skills for critical sectors.
Public-Private Cooperation:
• Establish a Public-Private Preparedness Alliance.
• Develop public-private emergency protocols.
Civil-Military Cooperation:
• Create a comprehensive civil-military preparedness framework.
• Facilitate dual-use planning and investment.
• Organize EU wide exercises for comprehensive preparedness.
• Revise the public procurement framework.
Crisis Response:
• Establish an EU crisis coordination hub.
• Boost rescEU strategic reserves of response capacities.
• Develop an EU framework for lessons learned, exercises and training.
Resilience through External Partnerships:
• Integrate preparedness and resilience into dialogues
and cooperation (bilateral and multilateral).
• Integrate preparedness and resilience into EU-NATO
cooperation.
• Advance resilience through Global Gateway projects.
