IMO Regulation
concerning container weighing
IMO (International Maritime Organisation) decided to make
container weight verification mandatory
The SOLAS (Safety of Life at Sea) amendment for mandatory container weight
verification prior to loading containers onto a vessel was accepted the 20th of
September 2013.
Amendment expected to enter into force in July 2016.
It is the shippers responsibility to declare the correct container weight!
If the shipper does not declare the correct container weight, then the terminal shall
weigh the container and charge the shipper.

Weighing containers with weigh bridges at the gate entry
can be cumbersome if the trucks arrive with 2x20ft
containers.

6
Weighing with STS cranes is too late to update the stowing
plan.
Some South American countries demand containers to be
weighed as they are being off loaded.

Weighing in the stacking yard with twistlocks is the best
option. All containers are passing by the stacking yard,
even transsipped containers.

 Operational safety
Life cycle monitoring of twistlock and spreader

The sensor measures the
elongation of the
twistlock shaft which
allows to calculate the
load on the twistlock.

 The TWISTLOCK can provide
viable load and safety
information.
The neutral line of the twistlock
is not subject to torsional and
bending stresses.
Its the best place to measure
the load.

Why is fiberoptic sensor technologie ideal for twistlock load
sensing?
 Inert to electro magnetic interference
 Stable over many years (glas)
 No corrosion
The sensors are very robust and shock resistant.
 High accuracy
Very high measuring range. The fiber breaks only when the twistlock breaks.

The new IMO legislation will make container weight verification mandatory. Shippers
will be responsible to weigh containers, but terminals are in an excellent position to
provide the weighing service to the shippers and to make an additional revenue:
Assumtions:
Number of RTGs: 60 units
Number of STS: 20 units
Number of TEUs per year: 2000000
Number of containers to be weighed per year: 1125000
Admin cost to weigh containers per year: 100000.-
Charge to the shippers to weigh one container: 5.-
Total investment cost to equip all RTGs: 1200000.-
ROI of weighing systems: 2,7 months
Administrative and maintenance cost of weighing: 0,18 per container
Annual revenue of weighing containers: 5525000.- per year
And.
There is an additional opportunity to charge shipping lines for providing accurate container weights.
*** Ask your agent or Conductix to calculate your revenue potential of your terminal.
