The document outlines events related to an incident involving the seizure of a tanker by pirates off the coast of Nigeria in July 2013. It notes that the tanker's captain, James, along with two others were taken into custody in Togo and that various family members and officials met with authorities there regarding the case between December 2013 and January 2014. Ultimately, the Togo court found evidence to hold only the chief officer, Chandran, on piracy charges, while releasing James and the third engineer, Vijayan, due to a lack of evidence establishing their involvement in abetting piracy.
