To whom it may concern,
Michel has proved himself invaluable in his position of Chief of Administration within HSG Engineers Branch. In
this position, he excels at being the resource conduit for the continuity issues that are so important to the section.
His attention-to-detail and organizational skills are major contributors to this excellent ability.
Upon examination of Michel's Job Description, I see that he is indeed adept at multi-tasking, which is a rather
important aspect of his position. He can easily deal with all types of situations when confronted for a resolution.
His professionalism and upfront approach with all parties that HSG Engineers Branch interact with daily, is always
one of polite and courteous relationship building practices, to better deal with resolution management issues. His
excellent command of the English language and his French abilities make this even easier to accomplish. Michel's
abilities at using the needed technological tools in his position are very adept, making him invaluable in his position.
Michel takes my guidance and intent, formulates and plans, then executes above expectations. One recent example
is the creation of a new database for all HSG ENG Work Orders, which are the mainstay of the branch. This effort,
to be implemented in the coming weeks, will have a long lasting positive impact on our mission.
Michel's attendance at the MW A Dari language courses goes to contribute a considerable willingness to improve
himself, as an individual, and does demonstrate his own personal goals in achieving more important functions. His
stated comment on wanting to stay in Camp ISAF for the next several years contributes highly to the continuity of
the ISAF mission and his personal belief in its importance.
This six month review, as it is relevant to assessing Mr. Dupuis's abilities, capacities, skills and relevant dispositiom
of being able to accomplish the tasks, in his Job Description, are an opportunity to engage a serious discussion on hi~
compensatory step. Understanding the need for discretion in these matters and that the prevalent CPO policy does
not consider this type of change but once a year, I still contend that Mr. Dupuis is in the 'exceptional' category of
individuals that warrant an added incentive in good faith to his excellent performance.
