 adjacent to Taihang Mountain in the north and the Yellow River in the south, with a total area of 541 sq. km, a population of 380,000 and 11 towns and sub-district offices. In recent years, Mengzhou has adhered to the Scientific Outlook on Development
 Mengzhou City was also called as Heyang County in BC 106 at first, and was renamed Mengzhou in 843 and Mengxian County in 1377. In the winter of the year 1978, Jili Commune was incorporated into Luoyang. On January 18, 1986, according to The Approval on Henan Provincial Administrative Reform of the State Council, Xinxiang area was repealed, and Mengxian County was under the jurisdiction of Jiaozuo City. On May 20, 1996, approved by the State Council, Mengxian County was transformed into a county- level city.
 In recent years, Mengzhou municipal party committee and Mengzhou municipal government has complied with development trend, changed development ideas, developed e-commerce economy and explored the new mode of organic integrative development of local economy and e-commerce economy. Currently, Mengzhou has more than 450 e-commerce enterprises. Mengzhou has more than 150 e- commerce on-line business enterprises, more than 250 Taobao on-line shops, more than 100 Alibaba- based enterprises and more than 8000 WeChat dealers, which have attracted more than 20,000 surplus labors. The turnover of e-commerce in 2014 amounted to 1.21 billion yuan, 15% Mengzhou’s total volume of retail sales. Through years of efforts, Mengzhou has formed the following e-commerce development modes.
Mengzhou E-commerce Development
 Mengzhou E-commerce Industrial Park is located in the north of Xinmeng Road, Mengzhou. With a site area of 100 mu, a planning building area of 80,000㎡and gross investment of 120 million yuan, the Park is a comprehensive modern e-commerce industrial park integrating headquarter office, entrepreneurial incubation, e-commerce training, specialty show, logistics storage, food and beverage service, and on-line and off-line interactive trade. The Park has 5 functional zones.
 E-commerce Office Zone. With total building area of 3000㎡ , this Zone is located at 3rd, 4th and 5th floors of the comprehensive office building, and consists of comprehensive service center, meeting room, various offices, coffee room and miniok, which can provide “one- package” service for more than 20 famous e-commerce enterprises. At present, this Zone has attracted 19 enterprises: Henan Wanyi Network Technology Co., Ltd., Mengzhou Yuda Network Technology Co., Ltd., Mengzhou Ulun Leather Products Co., Ltd., Mengzhou Hechuang Network Technology Co., Ltd., Mengzhou Baishang Network Technology Co., Ltd., Mengzhou Wenfan Network Technology Training Co., Ltd., ZTO Mengzhou Branch, Henan Chunlu Vegetable Distribution Co., Ltd., Jiaozuo Zhanpeng Network Technology Co., Ltd., Mengzhou Xin- Yong-Kang Nutritious Foods Co., Ltd., Mengzhou Guang- Yi-Di-Bo Husbandry Co., Ltd., Mengzhou Yi-Dian-Tong Network Technology Co., Ltd., Mengzhou Clockwork Orange Trading Co., Ltd., etc.
