The Royal Norwegian Consulate General facilitates cooperation across borders in the Barents region regarding economy, culture, and indigenous peoples. It works closely with the Barents secretariat and co-organizes local border cooperation days. The consulate also administers the local border traffic permit agreement between Norway and Russia, which allows travel within 30 km of the border without a visa for up to 15 days. Since 2013, over 2500 Norwegians and 1200 Russians have used the permit for shopping, business, and cultural events across the border. The consulate continues facilitating applications while awaiting a potential visa-free regime or opening of a Russian honorary consulate.
