2.Disaster Management in Thailand

 Disaster Prevention and Relief Operation Bill 2007,
   Department of Disaster Prevention and Relief
   Army C-IN-C is one of the DPR Committees
   12 DPR centers and 75 DPR offices in all provinces
   Cabinet has highest authority in DR Operation
   Exception: Bangkok has it own DPR committee office.
 Disaster Prevention and Relief Operation Plan 2010-2014
  identified 14 types of disasters
 Community participation in operations- civil voluntary
 sectors, One Tumbon One Rescue Team-OTOS

1. RTA DRC acts under control of DoD DRC
2. Government assigned RTA account for 5 provinces
   nearby Bangkok, then the whole areas of Bangkok.
3. RTA working processes
      -Strictly operations under government controls
      -More flexible, RTA is allowed to work freely

    1) AEGDM (ASEAN Experts Group on Disaster Management), established 1971 then
       ACDM (ASEAN Committee on Disaster Management) in 2002. Thailand takes
       precedent this year (2012).
    2) AADMER, 2005 (ASEAN AGREEMENT ON DISASTER MANAGEMENT AND
       EMERGENCY RESPONSE, Work Program for 2010  2015)
    3) APSC (ASEAN Political and Security Community)
          B5 -> civil-military coordination
   4) ASCC (ASEAN Society and Cultural Community)
           B7 -> AHA Center
    5) 12th ACAMM (ASEAN Chiefs of Armies Multilateral Meeting, 1st ACAMM in year
