#2: Hello and thank you for coming. My name is ( ) and I am the ( ) representative for the TRICARE Retiree Dental Program. I am excited to share the TRDP with you today.
#3: The TRDP was established by the National Defense Authorization Act of 1997. It started out as a basic program and became an enhanced and comprehensive program in October 2000. Although new enrollments into the basic program ceased at that time, enrollees were given the option to remain enrolled in the basic program or upgrade to the enhanced program with a limited opportunity to skip the 12-month waiting period for major services. In 2003, more features were added, and now, come 1 Oct, a whole new contract will begin; certain covered services will be added like dental implants, as well as an increase in the orthodontic maximum.
#4: One of the most convenient aspects of this program is that it travels with you. You can use this program anywhere in the U.S., Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, the Commonwealth of the Northern Mariana Islands and Canada. If you want to hop in that RV and explore, you have the comfort of knowing your dental coverage travels with you. If you are enrolled in the Enhanced program, you will now be able to access care for dental emergencies while traveling overseas. And, for those in the Enhanced-Overseas program, coverage is available for all services no matter where you are.
#5: Basically, the hard and fast rule is if you are entitled to retired pay, you are eligible for the TRDP. It is very important to note that there is no age limit for this program. Retirees over 65 are eligible. Even with TFL up and running, many retirees over age 65 still do not realize they have a dental benefit. On the contrary, others assume they are automatically enrolled in the TRDP because they are enrolled in TFL. Its important to note that these two programs are separate. Enrollment in the TRDP is voluntary and requires a retiree to enroll directly with Delta Dental of California. Another group where there may be confusion regarding eligibility is with retired Reservists and Guard. As long as they are eligible for retired pay, they are eligible for the TRDP. Unlike medical benefits and retired pay, they are not required to wait until they are 60 to sign up for dental coverage. Current spouses and children of retired service members are also eligible. Children are eligible up to age 21 or age 23 if a full-time college student. A good rule of thumb to remember is that DEERS drives eligibility.
#6: Unremarried surviving spouses and eligible children of deceased members who died while in retired or active duty status are also eligible. The same aforementioned age requirements apply to these children. When benefits were enhanced on October 1, 2000, two groups were added to the eligibility list. The first is the current spouse and eligible children of a non-enrolled member under three circumstances. All three cases must be supported with documentation. They are: a. If the retiree is eligible to receive ongoing, comprehensive dental care from the Department of Veterans Affairs; b. If the retiree is enrolled in a dental plan, though other employment, which is not available to family members; or c. If the retiree is unable to obtain benefits from the TRDP due to a current and enduring medical or dental condition. The second group added to the eligibility list was Congressional Medal of Honor recipients and their eligible family members.
#7: There are three types of enrollment classifications in the TRDP. The first, a New Enrollee , is a retiree who has been retired for more than 4 months and elects to enroll in the TRDP. He/she and their eligible family members will have a 12-month waiting period for certain benefits like prosthodontic and orthodontic services. The second classification, a New Retiree , is a retiree who elects to enroll in the TRDP within four months after retirement. This retiree is eligible for all benefits, including prosthodontic and orthodontic services, upon his or her effective date of coverage. The third classification, a Congressional Medal of Honor recipient, is also eligible for all benefits, including prosthodontic and orthodontic services, upon his or her effective date of coverage, regardless of retirement status.
#8: In this program, there are three ways to enroll: online, via toll-free telephone number, or by mail. Delta Dental handles all enrollment transactions. Once we receive the retirees application and supporting documentation we verify eligibility, process the application, collect the two-month premium prepayment and establish the appropriate method of payment of the monthly premium. It is important that new retirees who enroll in the TRDP submit documentation (copy of retirement orders) showing that they retired within the last 4 months. This ensures their ability to skip the 12-month waiting period.
#9: Like the TRICARE Dental Program, there is a 12-month enrollment commitment under the TRDP. Once that is met, the retiree has the option to remain enrolled on a month-to-month basis. Retirees have a 30-day grace period from their coverage effective date to decide if they want to remain enrolled in the program. Provided that they have not used any of the benefits, new enrollees are welcome to disenroll at any time during the 30-day grace period. It is extremely important to note that the retirees and their family members can start using the program on the 1 st day of the month following enrollment. For example, if they enroll at any point in November, their coverage effective date is December 1. Once a person enrolls, he or she is sent a welcome packet, or electronic welcome packet if that is requested. This packet includes an identification card and a Benefits Booklet. Although the ID card is helpful to have on hand for appointments, please note that it is not required to have services rendered.
#10: TRDP premium rates are based on the cost of living and cost of dental services in the different areas. There are five premium regions. Monthly premiums for a one-person enrollment range from $27 - $46 per month, $52 - $90 for a two-person enrollment, and $88 - $151 for a family enrollment. An important thing to remember is that if you move from one ZIP code to another your premium rate may change. #11: TRDP premiums are collected automatically through retired pay deductions. The automatic deduction uses one of the six allotments authorized by Public Law 104-201 and 105-56. Premium payment via retired pay deduction is mandated by law "to the maximum extent practicable" and was not devised by Delta Dental or the DoD. If you do not receive retired pay, you will be billed directly. (EFT, monthly, annual billing) Prepayment of two months premiums is required for enrollment. A monthly premium will be applied from the prepayment for each month of enrollment until automatic deductions or direct billing are initiated. Once a billing method is initiated, any unused portion of the prepayment will be returned to the enrollee. You can pay the two-month premium prepayment by check, money order or Visa/MasterCard.
#12: The benefit year for the TRDP is Oct 1 Sep 30. The Enhanced programs have an annual maximum of $1,200 per person and the basic program has an annual maximum of $1,000 per person. The deductible is $50 per person, per benefit year, with a family cap of $150 per family, per benefit year. It is important to note that the deductible doesnt apply to some diagnostic and preventive services such as exams and cleanings. A benefit unique to the enhanced programs is dental accident coverage. Dental accident coverage has a separate annual maximum of $1000.
#13: The program covers most preventive and diagnostic services at 100%. In a 12-month period, the enhanced TRDP will cover 2 cleanings, 2 exams and 1 x-ray at 100% of the allowable amount. (Basic covers 1 cleaning) Restorative services, such as fillings, are covered at 80% of the allowable amount. Endodontic services (such as root canals), Periodontic services (such as gum surgery), and Oral Surgery services (such as extractions) are covered at 60% of the allowable amount.
#14: Additional major services are covered after 12 months of continuous enrollment in the enhanced program. N ew retirees who enroll within 4 months after their date of retirement and MOH recipients are eligible to skip the waiting period and receive coverage for major services upon their coverage effective date.
#15: Another benefit of the enhanced program is coverage for orthodontics. Orthodontics are covered at 50% of the program allowed amount after a 12-month waiting period. While many dental programs cover orthodontics only for children, the TRDP has no age limit on orthodontics coverage. Orthodontic coverage is not subject to the annual maximumIt has a separate $1,500 lifetime maximum. It is important to note that in-process orthodontic treatment is covered. This can be a great benefit for active duty members approaching retirement. If their child has braces on at the time of their retirement, it is possible that they receive $ 1,500 coverage through the TDP and another $1,500 through the TRDP. To take advantage of this opportunity, new retirees would want to enroll within 4 months after their retirement date to skip the waiting period and eligible for orthodontic benefits immediately.
#16: When enrolled in the TRDP, you have the ability to coordinate your benefits with other dental insurance, even if that other insurance is with Delta Dental. Basically, the rule of thumb is whichever program you were enrolled in first will be primary. If the spouse has the work done, his/her program will pay first and the TRDP second. If the kids have work done, the primary payer will be the program of the parent whose birthday falls earlier in the calendar year. Though two programs will pay together to defray your costs, it is important to note that the combined payments cant exceed the dentists approved charges. When submitting the claim to the companies, please make sure to include complete information about the other coverage.
#17: Enrollees may seek treatment from any licensed dentist. To save even more on out-of-pocket expenses, Delta Dental offers a dentist network with over 100,000 participating dentist locations nationwide. These dentists belong to either the Delta Dental Select or the Delta Dental PPO network. These network dentists have agreed to pre-negotiated fees and to submit all claims paperwork for you. If you choose to seek treatment from a non-network dentist, the TRDP will pay the same percentage for covered services but cannot guarantee the dentists fees. Out-of-network dentists will bill you for their normal fees, which may be more than the program allowed amount. You will be responsible for the difference between the dentists fee and the TRDP allowed amount, plus your deductible, if applicable. If you choose to select a non-network dentist, you may want to consider a Delta Dental Premier dentist. Delta Dental Premier dentists do not participate in the TRDP network, but adhere to the same quality of care standards as other Delta Dental dentists, will submit your claims paperwork for you, and wont charge you any more than their allowed amount. If you are enrolled in the Enhanced Program and plan on traveling overseas, it is recommended that you print down a list of dentists from the HNPL beforehand, just in case you have an emergency that requires treatment.
