The Affordable Care Act is the most wide-ranging change in health care and insurance law in United States history. The
Service Companies has invested nearly two years and substantial resources into developing a comprehensive plan for
navigating through this complex piece of legislation. Though implementation was delayed, below are a number of key
points to consider as you look to how a managed services partner can assist your property and minimize the impact today
and set you up for the future.
Have you estimated the total cost and impact of the ACA to your organization including the impact of any mandates,
and developed a strategy for managing those costs?
If your organization currently provides an affordable plan that meets the minimum eligibility requirements, have you
considered the costs associated with increased enrollment due to the personal mandate? And the potential for

By offering an affordable bronze level health plan to your associates making between $8.00 12.00 per hour who can

We work together to strategically determine pay rate by job title based on the market position of your property.
TSC STAFF recommends paying market pay rates based on survey data not above or below. As your HR
Business Partner we will provide wage survey data.
Bill rate is tied to the pay rate.
The rates above do not reflect holiday pay rates and bill rates. If your property pays holiday pay to your own
employees TSC STAFF recommends (but doesnt require) agreeing to compensate TSC STAFF employees for
holidays.

Billing and Contract Terms
TSC STAFF recruits, conducts new hire and basic safety orientation for employees.
TSC STAFF pays employees through pay cards, direct deposit or paper checks.
TSC STAFF handles all employee relation issues including coaching, counseling, reward and recognition and
terminating or re-assigning employees.
TSC STAFF will handle call offs.
Property responsible for job specific safety training.
Hours are tracked either through sign in sheets (smaller accounts) or through Infor Workbrain Time and
Attendance.
As long as the property contact approves and edits hours each day a daily billing estimate is emailed the
following day.

Joel Shumaker joined The Service Companies in October 2010 following the merger of JRS
International and The Service Companies. Over 30 years ago, Joel founded JRS International, the

1980-2010, Joel and his team of experts grew JRS from one customer to +250, spanning the US and
Caribbean. Serving such brands as the Ritz-Carlton, Four Seasons and Hyatt, to name a few. Joel
continues to run the new, larger JRS International in his current role.
Victor Lopez, SVP-New Business Development
Victor Lopez has a distinguished 35 years of experience in all facets of hotel development and
operations, including a 30 year career at Hyatt Hotels Corporation, most recently as Senior Vice
President-Development and Field Operations. In his leadership roles at Hyatt, he oversaw the
operations of 32 properties from South America to Hawaii, including all resort properties in North
