After remaining flat for 10 years, New York City's high school graduation rate increased 33% between 2002 and 2009, rising from 51% to 68%. To continue improving graduation rates and ensuring students' success after high school, NYC implemented the iZone360 innovation strategy with three components: 1) an innovation zone called iZone360 consisting of "lab schools" and "partner schools" testing new models; 2) using school networks as a mechanism to share proven innovations more widely; and 3) transforming the entire NYC public school system through performance management, assessment frameworks, and funding to support scaling of effective models throughout the system.
