The OSCE is an intergovernmental organization that works on security, economic and environmental cooperation, and human rights issues. It has 56 member states in Europe, Central Asia, and North America. The OSCE focuses on conflict prevention, arms control, border management, human trafficking, terrorism, elections, environmental activities, and human rights through consensus-based decision making and a budget of 150 million Euros.

ICC is one of the few organizations that can hold presidents,
ministers and similar officers individually responsible for crimes
2/3rds of votes needed to take action
If the ICC does not have jurisdiction over a certain country (like
Syria), the UN can still give it permission to become involved.
Nevertheless the UN is failing to do so.
