This document discusses IOTA, an open indicator system used in Brazil to provide transparency and accountability for 278 cities containing almost 70% of Brazil's population. IOTA collects over 1670 indicators from 336 shared indicators across cities. It allows citizens to create their own indicators based on city data. The system aims to build capacity for users through training, documentation, and customization support. It also seeks to build an engaged community around advocacy, activities, and encouraging continued participation through elections.
