1.0 ARTICLES
1.1 ARTICLE 1:
A Worker Injured Due To Concrete Slab Collapsed
On October 11, 2011, one worker was injured when a concrete slab collapsed in NU Sentral
building under construction at KL Sentral yesterday morning. It is understood that a 35 years old
Bangladeshi was doing the plastering work on the first floor of that building when a third floor
gave way at about 10.30 am. Then, he was rushed to the University Malaya Medical Centre for
medical surgery. The other workers on the first floor managed to escaped from fell down.
The NU Sentral under construction is said to be three times bigger that Mid Valley Megamall
and first green shopping mall in the city.
MRCB representative said all the safety procedures had been adhered to workers were well
equipped with personal protective equipment as required by local authorities. MRCB had
informed to Department of Occupational Safety and Health about this incident.

Terengganu Stadium ROOF COLLAPSES  after one year of being built

collapsed this morning, damaging a few cars that were parked in the vicinity.

One worker killed, another injured at MRT construction site
In a statement, the MRT Corp said Rijaul Abdul Goni, 40, died on the spot while his compatriot
identified as Shanaullah, 37, has been sent to Kuala Lumpur Hospital. It said a third worker
identified as Rozlu Karim escaped injury.
"Rijauls body has been sent to the hospital for a post-mortem. This will reveal the cause of
death, and we will share this information once it is available, said MRT Corps director of
strategic communications & PR Amir Mahmood Razak. He said work has been suspended at the
Semantan site. The work at the Semantan site is contracted to Sunway Construction.
In the incident, the workers were assembling a rebar cage, when the test that held the rebar gave
way and fell on them.
Police and forensics are at the site and investigations have commenced to determine the cause of
incident. Meanwhile, Kuala Lumpur Fire and Rescue Department assistant operations director
Azizan Ismail said the department received a call from the public at 3pm alerting them on the
incident.Azizan said the initial information received stated that the incident occurred at 1.20pm.
We are puzzled as to why they (MRT Corp) did not alert us on the incident earlier, said
Azizan. This is the second time in under six months, that the MRT project site has been hit by a
fatal accident.
Last August, MRT Corps then chief executive Datuk Azhar Abdul Hamid quit his post after an
accident at its Kota Damansara site took the lives of three Bangladeshi workers. But the
company rejected Azhars resignation letter. Much earlier, a motorists sedan was crushed when
a metal slab fell on it at the MRT site in Pusat Bandar Damansara. There were no casualties in
that incident.  February 27, 2015.

2.0 SUMMARIZATION OF THE EACH ARTICLE
2.1 SUMMARY OF THE ARTICLE 1:
In this case, management should be blame because of lack of safety. Based on this article, that
the concrete slab was still wet and showing that they are just completed the casting work at third
floor of complex building. From my point of view of this incident, the scaffolding which had
been erected to support the structure formwork was inadequately of the strength support.
According to the requirement under Regulations 29, Factory and Machinery (Building
Operations and Works of Engineering) (Safety) Regulations 1986, the erection of formwork
including the shores, braces and other supports shall be supervise and inspected by designated
person (competent person) regularly. Any unsafe condition that been discovered during
inspection shall be rectify immediately. The result of inspection shall be recorded and kept in
properly. The inspection should be carry out before the casting works by designated person.
2.2 SUMMARY OF THE ARTICLE 2:
My point of view about this article is, why the stadium was built at a cost of RM270 million
could collapse just like that. Whether it is due to the negligence of the contractor or it is simply
to expedite the construction of Sukan Sukma Terengganu. On June 2, 2009, a major part of the
roof construction collapsed under normal weather conditions, including the section above the
royal box. It was only a year after officially opened.
The major cause for the collapse of the roof was identified to be the failure of design and the
materials used. There were also reports of sporadic loud bangs and structure damage prior to the

collapse. One of the structural repair job on the roof was scheduled on the day of the collapse
itself, along with some electrical repair works being carried out on other part of the stadium. As
of June 2010, the cleaning work and relocation of the collapsed roof were not finished. This is
one of the shocking accident in Malaysia beside the the highland tower collapse. It
remembered us that the project costing millions of dollar does not guarantee safety to the public
as long we do not adopt the entire security before starting construct.
2.3 SUMMARY OF THE ARTICLE 3:
When it comes to Malaysia work-sites it is not "Safety First' but 'Safety Last". Everyone wakes
up after a fatality, then go back to sleep again until the next one. The problem is, our contractors
never believe in the fact that "Prevention is the best than cure" after you determine the
symptoms, which is basically poor safety management and poor attitude.
A study of our laws will reveal that there is a need for self-regulation at the work-place. Who is
interested in self regulation to improve standards. All concerned are more interested in the
bottom line from owners, to developers to main contractors and to sub contractors. Our
regulations on Safety and Health are up to date and the best on with developed countries, but
there is hardly any compliance.
We have to understand that compliance to the law does not necessarily make a workplace safe.
There is a need to manage safety and health with vigor and commitment. We see Japanese
contractors, French contractors completing projects in Malaysia is adopting very high standards
of Safety and Health.

3.0 CONCLUSION:
Rapid development of this emerging economy has certainly many benefits to all Malaysians.
However, we also recognize that with the side effects that must be overcome. One of them is
increased danger or risk in the workplace as a result of the use of materials, equipment and
sophisticated processes and many at this time. Of course these risks effectively controlled to
ensure productivity and quality of work in the construction industry can always be maintained at
high levels (Embong Ludin, 1995). High accident in the construction sector can lead to loss of
national manpower and loss of property worth thousands of millions of dollars each year. In the
construction industry, most cases occur in the workplace injury was caused by workers not given
adequate safety training or did not receive training (Grossman, 1996).
Indeed, there is no denying that one of the side effects of rapid economic development in recent
years is the risks that involves the risk of labor accidents and occupational diseases are reported
more serious. Accidents and occupational diseases that affect the development of the country's
high and the loss of manpower. As you know, labor is an important national asset and the
backbone of the development process. Economic and social development cannot be achieved
without contributions from the workers.
The Provisions are complied with by the employer as the Occupational Safety and Health Act
1994 to provide training and provide safety knowledge does not seem to be fully implemented by
the employer. Grounds of high cost of training to be the main reason employers refuse to
implement this requirement (Everett, 1996). According to Davies and Thomasine (1996),
employers in the construction industry to provide various levels of safety and health training to
each employee and officer management. Therefore, the employer or contractor can be said is the
key in determining the safety and health of employees.
