What is PARSA?
80-4 PARSA: NEA-Alaska shall fund a Policy Assembly
(for) Rural (or) Small School Associations (PARSA)
for all delegates from associations with fewer than
150 members and all delegates from all REAAs.* Any
larger local associations which have one or more
small rural sites will be allowed to seat one delegate
each at PARSA provided the delegate is currently
from a small rural site. The chair of PARSA shall
prepare a report summarizing action taken by the
delegates attending PARSA. The report will be
presented to all delegates at Delegate Assembly.
(Amended by 82-97, 85-26, 89-CA, 90-72, 92-CA and
04-10, 05-49, and 06-14)
So how does PARSA impact
Delegate Assembly?
 We generate:
 Legislative Items promote lobbying priorities
New Business Items suggest that NEA-AK
take action or adjust its current action
Resolutions define our Rural Perspective on
important issues
where do we stand?
How do we orchestrate change in
Alaska?

How do we make suggestions about how NEA-AK does
business?

 NBIs are mandates from Delegate

Must be acted upon by staff,
leadership, or governance
They come with a price a fiscal

2. NBIs that have a termination date in the future;
3. NBIs with no termination date or termination dates in the
past will be archived with online access as part of NEA-
Alaska history.
11-55: Reorganization of DA NBIs: NEA Alaska shall
reorganize Delegate Assembly NBIs as follows:
We Adopt and/or modify
Resolutions
Resolutions are simply statements of belief
No action is required -- except you need to refer
to your notebooks again. See if you can find it.
C-3: Closed-Caption Video: NEA-Alaska
believes all training videos produced
and/or purchased should be closed-
caption. (Amended by 89-166, 93-CA, 01-
CA and 07-CA)
Another Resolution
Why are we at PARSA?
PARSA gives us an
opportunity to
Collaborate with like minded rural and
small school educators and ESPS,
 Discuss rural issues, organize our
thoughts, practice our debate; and
 Compose our collective concerns into
action items and/or resolutions
Members of PARSA present a
strong, confident, unified front on the
Delegate Assembly floor
Caucus each morning to present a unified front
on the Delegate Assembly floor;
Help each other by being a second for motions;
Speak in favor or in opposition according to our
caucus; (or sometimes according to our own
hearts), and
Show up for the Legislative Review Committee
meetings.
How do I present my ideas?

Committee Work
Volunteer to Take Charge!
Or volunteer to be a recorder!
Group Leader: If you have one or more years
experience as a delegate, help lead the small group
discussion. Please make sure everyone is heard!
First Item of Business:
Hear Everyone at your table
Address concerns --- write a NBI, Legislative
Item or Resolution . Or beef up whats on the
books
Create NBIs and Resolutions
 1. Go around the table and discuss concerns. Once
everyone has had the opportunity to present their
issues to the committee, look in notebook to see if
there is an NBI, Resolution or Legislative Item to
address concern
 2. If none: write NBI, Resolution or Legislative
Item to present to PARSA (writing is best done in
very small group) while other members continue to
look at existing NBIs

Legislative Program (green index page 41 by
goal area. Last index page 61 by year

 4. Look over Legislative Priorities and
determine if committee has a
recommendation to change priorities
 5. If your committee has time, it may
be a good idea to review current
NBIs and Resolutions to see if they
need beefed up.
What happens next?
When the committees are ready to
present their NBIs and resolutions,
well practice parliamentary procedure.
Well pass or fail your groups
contributions.
