Passle's technology allows users to select short quotes or passages from online articles and comment on them. The software limits quotes to 140 words to ensure fair use of third-party content under UK copyright law. The British Library confirms that fair use permits limited citations for review if the source is acknowledged and the quoted material is supplemented by discussion.
