To develop a model positive behavior support program to create safe and secure schools
 If schools attend to the emotional and behavioral needs of students on a broad scale, it is likely that they will create the conditions necessary for social competence and academic success of students.    Young, Marchant, & Wilder, 2003
PBSI is as  much about a process as  it is about a program.

Broad range of systemic & individualized strategies for achieving important social & learning outcomes while preventing problem behavior with all students...
Not limited to any particular group of students...
Not a specific practice or curriculum... A general approach to preventing problem behavior...
Not new... based on a long history of behavioral practices & effective instructional design & strategies
