This document proposes a model for interaction between academia and industry in open source software (OSS/FLOSS) in Iran. It discusses opportunities and threats, such as how the current culture prevents production but communities can be test cases for OSS companies. The goals of the model are to improve skills, gain recognition, and strengthen the economy. The model proposes promoting an OSS culture through forums, encouraging student partnerships in FLOSS projects, and training courses for companies. It also includes joint R&D projects, a FLOSS portal, and a department to define and track projects between teachers and companies.
