(In support of the Joint Complairrt-Affidavit of
Ruel G. Molina and Tyrone D. Singgo)

I, MIJSTAPHA P. PIANG, of legal age, Filipino, and resident of Pagadian City, after
being duly sworn to in accordance with law, hereby depose and say: That-

1. I was employed in the Provincial Government as Executive
Assistant 1 from January
2,2OOD to June 30, 20i0. As Executive Assistant of then Governor Aurora Cerilies, I."vas her
commi.rnity organizer and coordinator of the Muslim Affairs of the Provincial Government.
Although my co-terminus employment had lapsed on June 30, 2010, Governor Aurora Cerilles
and I still communicate with each other. I also ailend meetings called by her;

2. My tasks were not limited to governmental affairs but extendecl to poiitical and
personal matters;

On January 28,2012, at about 12'.45 o'clock in the afternoon, while I was driving my
pick-up vehicle along Dao Road in Pagadian City on my way to Barangay Banale, I was
ambushed by four arned men who were riding irr tandem on two motorcycles. By Allah's grace,
I survived the attack;

4. I was able to identify my attackers as members of the Provincial Special Operations
Group (PSOG) which is headed by Board Member Ernesto Mondarte. One of them was a
livelihood coordinator of the Provincial Government;

5. Iconfirm the allegations of Ruel G. Molina and Tyrone D. Singgo in their Joint
Complaint-Affidavit, dated January 11,2073, regarding the circumstances of my ambush and the
fact that the aforesaid PSOG is being used to eliminate the political enemies of Goverlor
Antonio Cerilles and Representative Aurora Cerilles;

6. As a former political leader of the Cerilles couple, I have personal knoivledge of
some of the politically motivated killings in Fagadian City which were undertaken by the FSOG
as related to me by the assailants themselves and based on the information I had gathered A few
of these killings in 2011 are the following:

a) The ambush of Sukarno Alam and Kiram Kaida on February 6,2011, which resulteci
in the kiliing of Councilor Alam (LP member) of Tukuran, Zamboanga del Sur and
the wounding of Kiram Kaida, a barangay secretary and an LP leader;

b) The shooting of Norhida Inkong on February 16, 2011 in San Pedro Dist., Pagadian
City,

c) The ambush-killing of Pangsayan Radi, Jr., the Municipal Administrator of lv{ayor
Wiison Nandang (LP member) of Labangan ,Zamboanga del Sur, on August 10,
2011 in Tiguma, Pagadian City;

d) The killing of Rene Ebol (Head of the Barangay Affairs of Mayor Samuei Co, LF
member) on August l,Z0I1 in Santiago Dist., pagadian City;

e) The ambush-killing of Ismael Marcaban on September 13, 2011 in San Jose Disr.,
Pagadian City;

0 The killing of Muhammad Guiabar on December 11, 2011 in Santiago Dist.,
Pagadian City;

g) The killing of Raul Ganub on December 20,2011 in Balintawak, Pagadian City; and

h) The double killing of Sulpicio Benitez and Jaime Benitez on December 2'/,2011 in
Poloyagan, Pagadian City;

7. I also confirm the allegation in the same Joint Complaint-Affidavit that Raul Ganub,
who is mentioned in item "e)" above, was the third man in the "hit list" of pSOG;

8. As far as I know, no "hit" (killing) against political enemies is carried out without the
approval of either Governor Antonio Cerilles or then Governor Aurora Cerilles. When a "hit" is
approved, this is carried out by Board Men'rber Mondarte. The members of PSOG who
participated in a "hit" activity are given cash rewards taken from a "reward fund" maintained by
PSOG and funded L..,' "S{JERTRES" collectionrr. The illegal numbers game of "SUERTRES is
actually being operatcd by the Cerilles couple.

9. I am executing this affidavit in support of the Joint Complaint-Affidavit of Ruei G.
Molina and Tyrone Singgo, dated January 11, 2013 and for ali other legal intents and purposes.

IN WITNESS WHEREOF, tr have hereunto set my hand on this 14'h day of January,
2013, at the City of Manila, Phiiippines.
