1) The affiant, Mustapha P. Piang, was formerly employed as an executive assistant to the governor of Pagadian City from 2000 to 2010. 2) On January 28, 2012, Piang was ambushed while driving in Pagadian City. He identified his attackers as members of the Provincial Special Operations Group (PSOG) headed by Board Member Ernesto Mondarte. 3) Piang confirms allegations in another affidavit regarding politically motivated killings in Pagadian City carried out by PSOG at the approval of Governor Antonio Cerilles or the former governor, Aurora Cerilles. The killings were rewarded with cash from funds collected through illegal gambling operations.
