- 2. historyThe festival was created in 1968 by the governor of Cesar Alfonso Lopez Michelsenthanks to the initiative of composer Rafael Escalona and cultural promoter ConsueloAraújo Noguera. Since 2004, the Festival is held at the Park Vallenato Legend, complex cultural, musical and folklore built toaccommodate the ever growing crowd of spectators that the square was already unableto support. Participants compete on stage "compaies Chipuco" under the bandshell "Cachuca Bacana. "
