Pagkatapos ng kanyang tatlong Isang Civil Engineer sa magkakasunod na termino bilang pamamagitan ng propesyon, ang gobernador noong 2004, si kanyang karera sa pampulitiko ay Bichara ay itinalagang nagsimula nang siyay naging Ambassador sa Lebanon sa alkalde ng Ligao City taong 1986- pamamagitan ni Presidente 1992.
