Processes transform inputs into outputs through the use of resources and involve multiple stages completed by different people with the same objectives, regardless of department. In contrast, procedures define the sequence of steps to complete a specific task and involve discrete actions taken by various people in different departments with different objectives. While processes cause things to happen, procedures cause people to take actions and make decisions.
