Request for Expression of Interest (EOI)
EPC Works for Industrial Hazardous Waste (IHW) and General Solid Waste (GSW) Treatment
The contract will be a tailor made contract
● Compliance as soon as possible with the landfill diversion targets set by MWAN.
● It means that the design will have to allow first the reuse of the wastes whenever possible, then the recycling
and only after to recover energy from the remaining part (to be off site and not part of this RFP) before to
landfill the ultimate waste;
● “Best in class” treatment facilities in terms of operation, maintenance, innovation, environmental sustainability,
circular economy, efficiency, reliability, service performance, regulatory compliance, carbon emission reduction,
operational excellence, safety and other key operational metrics;
● Flexibility and modularity of the treatment facilities to cope with the variability of the IHW and GSW;
● Minimisation of the CAPEX and OPEX;
● Minimisation of the number of technologies and type of treatment / equipment to facilitate the O&M.
● 2 EPC contractors (not the preferred case)
Objectives
The Site(s) will be located inside the SAO reservation land accessible by road as shown below on the
Google map. SAO reservation land is located in Dhahran Industrial Zone in KSA Eastern Region, next to
Half Moon Bay.
The exact location of each Site within the SAO reservation land will be selected by the Employer’s
Representative during the feasibility study, before issuance of the RFP(s).

The IHW to be treated are produced by the main SAO sites in the
Eastern Province for a total quantity ranging between 150,000 to
284,000 tonne/year. It includes the following waste stream:
• Off-shore and On-shore contaminated drilling mud
• Oily wastewater
• Oily sludges
• Contaminated sand
• Spent chemicalsSpent chemicals
• Other waste streams (in much smaller quantities)

The GSW to be treated are produced by the main SAO sites (similar of a city of 50,000 inhabitants).
The waste will be sorted at source as far as possible. Waste Sources include:
● Municipal Solid Waste (MSW) including :
○ Separately collected dry recyclables, mainly Paper, Plastics with Metals and Aluminum, Glass.
○ Separately collected organic wastes (food waste, garden waste)
○ Residual wastes: Mixed waste from households and similar institutions within SAO sites with
the exception of separately collected fractions.
o Reusable waste and Bulky waste
○ Street cleansing
○ Green waste (park and landscaping)
● Agricultural waste (Horse stables)
● Biosolids/ or sludge waste from wastewater treatment plants
● Construction and Demolition (C&D) waste
