Background
Two programmes have been supporting learners:
1. Care and Support for Teaching and Learning Programme (a SADC
initiated programme adopted by education ministers in 2008);
2. Safe and Caring Child-Friendly Schools Programme (a global
programme adapted to SA with a small local footprint).
CSTL and SCCFS have recently been aligned to include human rights
as a tenth pillar.
CSTL Ten Pillars
1. A rights-based, socially inclusive and cohesive school
2. Nutrition support
3. Health promotion
4. Safety and protection
5. Psycho-social support
6. Curriculum support
7. Co-curricular support
8. Infrastructure, water and sanitation
9. Social welfare services
10. Material support
CSTL Vision
The vision underpinning the strengthened implementation of the
CSTL Programme is: ¡°Every school child is a humane and active
citizen aware of his or her rights and responsibilities within our
democratic and socially cohesive South African society.¡±
A Rights-Based Approach
¡°A rights-based, socially inclusive and cohesive school is one that
makes sure that all school community members know, respect
protect and promote, especially vulnerable children¡¯s rights to
education, equality, freedom from discrimination and violence,
dignity, and all other rights necessary to enjoy their right to
education equally¡­
Safe, supportive learning environments create opportunities for
every learner to develop the skills and knowledge they need to
achieve the best of his/her potential and to become a responsible
and successful citizen.¡±
