India has successfully reduced the percentage of poor people from over half the population to about a quarter between 1973 and 2004. Some states like Jammu and Kashmir, Punjab, and Himachal Pradesh had poverty rates under 15% by 2004, while states like Orissa, Bihar, Madhya Pradesh and Uttar Pradesh still had over 30% of residents living in poverty. While rural poverty declined, urban poverty increased over the same time period. Scheduled Castes, Scheduled Tribes, and other backward castes made up four-fifths of the rural poor population in 2004-2005.
