As the Homeland Security Planner at Harris County Office of Homeland Security and
Emergency Management (HCOHSEM), I am writing to you in support of Mr. Tam Nguyen and
his desire to apply for a position with your agency.
Mr. Nguyen interned with HCOHSEM for seven months and he showed academic aptitude and
ambition above and beyond other interns. He showed a desire to learn about Homeland
Security and Emergency Management through the projects he successfully worked on and the
research he conducted. He expressed his hunger to learn by exceeding the required training
we ask our interns to complete.
Over the seven months Mr. Nguyen interned with HCOHSEM, he worked on several projects. A
couple notable projects were: the Threat and Hazard Identification and Risk Assessment
(THIRA) for Harris County. He also developed a White Paper outlining the methodology for
conducting the THIRA. Mr. Nguyen took an existing Active Shooter Plan and following the
HSEEP Guidance, he put together a workshop over an active shooter at a school. This was
one of the most successful workshops we have had.
His relationship with his family and community along with his drive for education is what makes
him such an exceptional student. Without reservation, I recommend him highly for your
