This document discusses a case study of a rural broadband initiative in Hardee County, Florida led by Rapid Systems Inc. It describes factors that led to young adults leaving the area, including lack of economic opportunities and high school dropout rates. A partnership between Rapid Systems, the county IDA, and Motorola led to the deployment of 15 wireless towers and a licensed wireless network to provide broadband. This has attracted over 800 subscribers so far and addressed the need for economic development and recovery in the region.
