PX Safe Pushback Procedure

Push-back Procedures
Aircraft push-back operations have the potential for accidents involving personal
injury/fatalities for ground crews and damage to aircraft, vehicles and equipment. As part of
their safety management system, Line/Ramp operators are to ensure this general rules and
requirements are safely conducted during push-back operations. Promulgate of this
Procedure is compulsory.
The development of detailed procedures, within the recommended Air Niugini
Documentation and Manuel Procedures, may remain the responsibility of Air Niugini.
Aerodrome operators should maintain safety management arrangements to audit
compliance with push-back requirements.
When considering rules for push-backs the following should be taken into account:
a) Detail Procedure - During Push back Line/Ramp Operator must/should ensure the
safety of the aircraft and the personnel involved be considered.
b) To ensure the safety of the aircraft, all personnel involved should stay within the
aircraft tug. Any personnel working outside the aircraft tug, should/must Keep
distance from the nose wheel which are particularly vulnerable to injury. Headset
personnel, be alert during push back process.
c) All tug drivers should be qualified to drive aircraft tugs in all weather conditions.
They should be trained in these procedures and certificated as competent by the
ANG Engineering Services  Quality Control Department, nominated and named by
the Airline Management. Push-back crews should be thoroughly familiar with push-
back procedures
d) Ramp/Line Superintendent must/should always be present at Push-back to supervise
the Pushback Event. Personnel nominated, should be trained and certificated as
competent by the ANG Engineering Service  Quality Control Department.
e) The personnel appointed for the Headset communication should, ideally, be in
speech contact with the flight deck crew throughout the push-back. Aircraft Safety,
Headset personnel keep distance from the Nose Wheel throughout the
communication Process.
f) In the event of risk assessment been advisable, tail look-out and/or wing walkers
should be used to safeguard the rearward movement of the aircraft and prevent
collisions with other aircraft, vehicles or personnel. Before conducting pushback,
action signal must/should be adhere to by the control tower.
g) All personnel involved in the Pushback Procedures including Tail look-out and Wing
walker should be trained to ensure they are familiar with Safety Procedures on
Pushback. Implementation of procedure for these personnel conducting Tail look-out
and Wing walker should be written down to ensures the safety of the aircraft and the
people involved.

h) All push-back crew members should wear high visibility garments in compliance with
Air Niugini Safety Policy  PPE Requirements. Before Pushback, walkaround FOD
inspection is required to be carried out. Personnel Performing Pushback should/must
ensure Tarmac & Gates are FOD free.
i) In the case of a departing aircraft being pushed back from its stand/bay, the pilot of
the aircraft will obtain approval to push back from ATC and pass this information to
the tug driver.
j) The procedure is required for all fleet of Boeings, Fokker and Dash8 series.
Implementation should be conducted both International Stands & Domestic Stands.
Prioritised on the SAFETY of Aircrafts & Personnel Involved must/should be the
prime agenda during Pushback Operations.
