Evidence suggests that territories fostering walking, cycling and shared transport for the bulk of trips perform better in terms of well-being and environmental sustainability than car-centric territories. The region of Catalonia, Spain has been a pioneer in identifying the need to transition to a sustainable transport system. Already in 2003, its Mobility Law introduced a paradigm shift in the regions mobility model from one based on private vehicles to one that allows accessibility via the modes of transport with the least environmental and social cost. Yet, transport is the highest emitting sector in the region (32% of total GHG emissions in 2022). Triggering behavioural change towards sustainable modes and improving accessibility to reduce the need for mobility have been challenging in practice.
What are the barriers to reducing emissions in the transport sector? Which policy packages can trigger behavioural change towards sustainable modes at scale? How can a systems approach help governments identify the packages with the most transformative potential?
This Green Talks LIVE webinar discussed how to transition towards mobility systems that work for people and the planet. OECD analysts presented key findings and recommendations from the recent OECD report Transforming Catalonias Mobility System for Net Zero, launched in Barcelona this January, alongside Tatiana Fernandez, from the Catalan Government. Guided by the 3 steps of the OECD Systems Innovation for Net Zero process, this report takes a systems approach. It identifies processes and policy packages that can trigger behavioural change in favour of sustainable modes to reduce emissions while improving well-being in the land passenger transport sector in the region.

On 3 June 2024, the OECD presented an overview of two recent OECD reports on PFAS: the Synthesis Report on Understanding Perfluoropolyethers (PFPEs) and Their Life Cycle (Annex), and the PFAS and Alternatives in Cosmetics report on commercial availability and current uses.
The PFPE report presents a synthesis of publicly available information on PFPEs, with the aim of elucidating the identities of PFPEs on the global market and analysing their life cycle. This includes their production and use, presence of other PFASs as impurities in commercial formulations, degradation mechanisms, and environmental releases of PFPEs and other PFASs in commercial formulations. The report comes with a separate Annex comprising five spreadsheets providing information on substances identities, structures and, production and use information. The OECD also highlighted forthcoming work on fluoropolymers and clarified the scope of past work on polymers of low concern.
The PFAS and alternatives in cosmetic report gathers information on alternatives to PFASs in cosmetic products, focusing on their commercial availability, current uses, market penetration, feasibility, effectiveness, and cost.

PFAS, which stands for per- and polyfluoroalkyl substances, are a diverse group of chemicals that include PFCAs, PFOA, PFSAs, PFHxS, and thousands of others. These chemicals have been in commercial production since the 1950s and are now widely used in consumer and industrial applications. One characteristic of PFAS is their persistence in the environment, as they are extremely resistant to degradation. PFAS have emerged as contaminants of global concern because of their potential to accumulate in the human body and food chains.
On 12-13 February 2024, a wide range of stakeholders, including governments, industry, non-governmental organisations (NGOs), and academics came together to discuss various topics related to PFAS. These topics covered areas such as country risk management approaches, innovation challenges for finding safer alternatives, effective risk communication strategies, monitoring techniques, waste management, and approaches to managing contamination.
