4. II. SCOPE AND COVERAGE
Shall cover but not limited to river basins and watersheds
It shall initially be implemented within the 29 priority sites and
expansion areas identified by the Department in 2016
(Caraga Region CarcanMadcarlan in Surigao del Sur,
Claver in Surigao del Norte and Dinagat Islands)
Shall be implemented in other areas as long as it follows the
principles and guidelines on DAO No, 2017-02.
5. III. DEFINITION/OBJECTIVE
a development strategy that addresses, in an integrated
manner, the ecological, economic, political, cultural, societal, human
and spiritual challenges and opportunities in a specific area context
and uses the 3-folding convergence approach to achieve integral
sustainable development especially of poor and marginalized
communities which are vulnerable to climate change with the
integrity and intelligence of nature at its core.
To apply area-based interventions, concepts on its natural
resources development programs including but not limited to
national greening program and integrated island development and
takes into consideration vulnerability to climate change of
Marginalized CSO Sectors including, but not limited to IPs, Urban
Poor, Farmers and Fisher folks, Muslim Filipinos, Rebel Returnees,
Youth, Vocational Work Force, men and women stakeholders and
integrity in the development of ENR programs and projects.

6. III. DEFINITION/OBJECTIVE
- is a state of economy which is low-carbon and resource-
efficient and results in the generation of green jobs and in improved
human well-being and social equity, while significantly reducing
environmental risks and ecological scarcities.
- involves creation of viable community enterprise, such as
enhanced NGP, Biochar, Bamboo Plantation Program, Mangrove
Rehabilitation Program, Ecotourism Activities, Mining Rehabilitation,
Pollution Mitigation, Sustainable Coral Reef Ecosystems
Management Programs (SCREMP), Coastal and Marine Environment
Management Program, Bioremediation, National Ecosavers Program,
and the like, where households are the focal members and players
in creating value-added environmental products and services.
