The SLEX Contract
 SLTC to undertake and finance all works required
for the SLEX Project, without sovereign guarantee.
 SLTC to operate/maintain the expressway system
and its facilities following government standards
 SLTC to recover its investment through the
collection of toll fees by its assigned operator the
Manila Toll Expressway Systems, Inc. (MATES),
over a 30-year concession period from February
2006 (signing of STOA and approval thereof by the
President of the Philippines) to February 2036

CHRONOLOGY OF OPERATIONS
May 22, 2010 -- MATES took over operations from
PNCC. Prior to this date SLTC-MATES had no
share in the toll fees collected by PNCC.
June 30, 2010  Date of implementation of the new
toll rates; voluntarily moved to July 7, 2010 in
deference to inauguration of Pres. Aquino.
July 5, 2010  Government through TRB asked for
postponement of new rate implementation. New
date was subsequently set for August 16, 2010.
August 13, 2010  Supreme Court issued a TRO
on rate increase in SLEX.

the lowest among purely privately financed toll
roads in the Philippines.
 STAR: P1.43/km/pcu (partly government funded)
 SCTEX: P2.00/km/pcu (purely govt. funded)
 NLEX: P2.12/km/pcu (purely private funded)
 SLEX: P2.68/km/pcu -do-
 COASTAL: P3.34/km/pcu -do-
 SKYWAY: P4.84/km/pcu -do-
Current toll fee of P 0.76 centavos per
km. cannot sustain SLEX financial
obligations.
