Campaign finance laws were changed in 2002 which led to the rise of "527 groups" that could raise unlimited funds to influence elections as long as they did not explicitly advocate for or against specific candidates. These 527 groups spent over $400 million in the 2004 election cycle. Further reforms are still needed to provide transparency of who is funding political ads and to close loopholes that allow unlimited donations to influence elections.
