? Active and Former Green
Berets, Rangers, SEALs,
Air Force SOF, Marine
SOF, Etc.
? Private Military Security
Contractors and other
concerned volunteers.
? Called to do something
about this active shooter
epidemic in our schools.
Playbook:
? Human reporting networks
& technology can defeat
attack plans most of the
time.
? The pre-crisis phase of the
attack sequence is where
we focus our effort as
counter-terror experts.
? Connectivity and
collaboration is what
moves the needle in the CT
Game.

3. The Problem
PROBLEM
Much of the focus
protecting our
children is centered
on how best to
to active shooters
after the start of a
crisis.
6/20/2018 3
CHALLENGE
This focus is
reactive and fails to
leverage the
opportunities that
exist to avert
attacks in the pre-
crisis phase:
So that we can beat
the attack before it
starts.
IMPLICATION
Without focus on
pre-crisis threat
identification and
mitigation children
will continue to lose
their lives while
adults focus on
political issues and
expenditures that
wont do much to
save them.
Our Children Need Super Heroes. Now More than Ever.
4. Why Current Solutions Fail
What We Know
? Emergency Action Plans & Drills address what to do after the
commencement of an active shooter event.
? Once an active shooter event is underway, loss of life will
typically be measured in multiples, no matter how fast and
professional the law enforcement response.
? In many recent cases of active shooter attacks, the high
probability threat was identified and reported, but pressure
was not sustained to avert crisis in the pre-crisis phase.

5. What is Needed & Why
TF101 Three Point Plan:
1. Train & empower children to act as early warning
network.
2. Provide anonymous reporting system that will
professionally case-manage high probability threats.
3. Train & empower TF101 Advisers to work by, with,
through school administrators and local law
enforcement to do three things:
? Increase early identification of High Probability Threats
? Increase pressure on parents of High Probability Threats
seek pre-crisis solutions
? Insure schools, law enforcement, and parents are
communicating & networked together

6. Mission Statement
6/20/2018 6
On or about August 15, 2018, Task Force 101 will
deploy the Three Point Plan in not less than three
school systems across the United States. The purpose
is to fight evil and avert suffering by placing focus and
energy on pre-crisis reporting and intervention.
Task Force 101 will leverage key concepts and
frameworks that have well served the special operations
community in both peace and war.
Although there may be future requirements for salaried
personnel, the near term plan is to build the program
and deploy with an all-volunteer team.

5 of 9 things Special Operations Forces are responsible for
fall directly into the category of things we need to avert
active shooter events.

Editor's Notes
According to McKinsey & Company:*
US companies alone spend $14 billion annually on leadership development
500 executives were asked to rank their top three priorities
Two thirds identified leadership as their number one priority.
Why leadership-development training programs typically fail:
They overlook the operational context of the business itself
The training is theoretical and decoupled from the complexities of the firm
Management completely underestimated employee mind-sets
Failure to measure (very difficult to measure) impact on soft skill enhancements
Military is paid to be effective, not efficient
Poor leadership in the military, is the difference between life and death.
