2015年巴黎召開聯合國氣候綱要公約締約國大會(COP 21)，今(2016)年10月歐盟議會也以高票巴黎氣候協議；然與過去不同的是，討論主軸圍繞氣候變遷應對與國家能源轉型相關議題，過往國家政策制定以往大多是由中央政府來主導，近年漸浮現許多由城市「自己」決定的案例；面對全球減碳、產業轉型與政策治理思維的翻轉，我國能源轉型勢在必行，然面對當前的困境與挑戰，包含價值觀選擇與能源結構困境，前者必須重新建構台灣未來經濟社會條件，後者則須突破我國目前能源環境的窘境，故未來必須勾勒全面性藍圖，以面對全球低碳經濟與能源轉型的壓力。以下擷取歐洲重要城市能源轉型相關作為，以利我國地方城市參酌。

全世界都在發展綠能，英國彭博社估計，到2030年，全世界35％是綠電；全世界只有台灣是在福島核災之後，唯一再生能源沒有成長的國家。
2012年韓國首爾市的節能政策提出「減少一座核電廠行動計畫」，2014年6月已減少200萬噸油當量(TOE)的能源使用，相當於一個核電機組的發電量，預計2020年之前，首爾還要再多省下兩座核電廠的能源。
台灣有沒有條件發展綠能，關鍵在於我們每一個人的積極程度。

Financial education teaches people concepts of money management through skills like earning, spending, budgeting, saving and borrowing. It is important for overseas workers, migrants and their families because it provides them knowledge and experience to carefully manage their earnings to meet daily needs, unexpected costs, and future opportunities. However, many lack this financial literacy and as a result feel hopeless about their economic situation. Financial education can help people become informed decision-makers who can plan for and achieve their goals.

To strengthen women's roles, they must be educated and empowered through inspiration and guidance so they can better educate their children, families, and communities. This long-term strategy would help remove misery and create prosperous families and communities through united participation of educated women and community members.

The women are the soul of our community. They are the self build and self trained humans responsible for the morale development of their children, inspiration for the family and an example for the community to follow. Government/NGO/entrepreneur groups should work towards inspiring women community. And, such groups should help women community to make themselves more resourceful and culturally educated so that, they can pass on the same education to their children, family members and community. This will lay the strong framework for any society for the balanced and happy progress. But, this is not happening. Nowadays, women community is struggling in employment industry to compete with man. It is the competition that needs not to exist. In this paper we will evaluate various factors that provide the proof of importance of the woman as a best friend, best family manager, and inspiration for community and caretaker of morale values which are the irreplaceable framework of any developing community or country.
