Tactical evaluation and
guidance – a concept
for active learning in
emergency
preparedness training

Norwegian Civil Defence
The tactical evaluation system is twofold:
• Guidance (the means to increase the action competence of an individual leader or a unit)
• Evaluation (the means of measuring the operative value / combat value of a unit)
Background:
The Norwegian Home guard’s
tactical quality assurance
system. A system that
includes a tool for Tactical
Evaluation (TAKEVAL) that
measures the unit's
operational status.
Nord-Trøndelag
Civil Defence:
Introduced TAKEVAL in
January 2014, with focus on
officers. From 2015 focus on
the entire structure. What
did we learn from the
exercises and what needs to
be done to improve?
LRS-Forum for Exercises
Nord-Trøndelag:
TAKEVAL used for the first
time in the LRS exercise in
autumn 2014. Focus on
leadership.
Goal: . Enabling the rescue services as such, and the individual agencies,
to better solve their missions
Principles
Evaluation alone is meaningless - if the goal is to make the
unit better than average. It should be 80% guidance 20%
evaluation
Total openness about the guidance and evaluation system
and its control points
In practice, we are constantly evaluating
"The writing on the wall" are done after the exercise and
together with those we have guided / evaluated
The follow-up focuses on relevant measures based on the
evaluation results, including the guidance of officers and
men. The focus should be on the officers, so that they are
able to take measures to increase their own unit’s
performance
Being an
evaluator
1) The evaluators are the elongated arm of
the exercise board at the place of incident,
in staffs, etc.
2) They work on behalf of the exercise
board, and have the authority to guide and
control if necessary. At the incident site,
each evaluator is dedicated to specific
functions - for example Incident Leader
3) The evaluators are in communication
with the representative of their own
agency / organization in the supervisory
exercise board.
The evaluators guide the leader they follow
but shall not change the course of the
exercise without the consent of the
supervisory exercise board.
