The main aim of this document is to provide an overview of the main characteristics
of the tender recently published by the Catalan Health Service under the title
Transactional information system for pharmacy for the Catalan Health System.
As the tender is published only in Catalonian, we aim this document to serve the
purpose to facilitate international bidders in the process of understanding the nature
of the services requested.
5. Rationale and background
The Catalan Health Service (CatSalut) is
the fundamental axis of health
management in Catalonia. It is configured
by all public health resources and has full
population coverage (7.7M inhabitants).
Its ultimate objective is the maintenance
and improvement of the health status for
the Catalan population, guaranteeing
quality health care with public coverage,
through an adequate adaptation of the
offer to the needs of the population.
CatSalut holds the functions of organization,
planning, programming, evaluation and
inspection, as well as the distribution of financial
resources in the financing of services and the
management of services and benefits of the
public health system of Catalonia.
The structure of the Catalan Health System
consists of:
68 Hospitals.
434 Primary Care Centers.
32 Primary Care Emergency Centers
784 Local Consultations.
102 Intermediate Care Centers.
40 Mental Health Centers.

Improving the experience of healthcare professionals in all areas, allowing them to increase
the quality of care.
Provide an integrated therapeutic and clinical vision on the patient.
Minimize the risk of medication-related safety issues.
Increase efficiency and time, avoiding redundant data entry and providing the professional easy access to the
data regardless of where the patient was treated.
Improve compliance with objectives of quality of the prescription.
Reduce the administrative burden on the staff involved in the invoicing process.

Related to desirable outcomes and well being of the Catalan population
To obtain a therapeutic information system centred on the patient.
Implement an integrated and unique medication plan across the Catalan Health System.
Guarantee accessibility to the patient's therapeutic plan, and its monitoring and reconciliation, in a context of continuity of
patient care.
Improve the availability of information for decision making related to health care.
Integrate therapeutic guides, protocols and treatment schemes into medication management Systems, to promote quality
and equity in the use of medications.
Increase the clinical safety of the patient regarding the use of medicines.
Homogenize processes and the collection of data intended for healthcare management, fostering continuous improvement
and equity in services provided to patients.

Related to the sustainability of the system
Contribute to the sustainability of the system by enhancing a rational use of medicines, optimizing safety and
the amount of medicine delivered and administered to patients.
Reduce the development and maintenance costs of the different hospital management systems that currently
coexist in the Catalan Health System.
12. Objectives of Information Technologies management
Related to the operation of the acquisition in the future
Incremental acquisition based on component-level products and platform interface conformance.
Minimize integration risks by minimizing unvalidated connections, for example, important integrations such as
messaging between hubs.
Quickly establish internal dexterity with the platform so that internal components can be designed for the
patient.
Ability to add new domain data elements, plans, rules, etc. without dependencies of the supplier or need to
incur new contractual costs.

Plan
Related to the desired type of technological environment
Interoperability and integration as an automatic result.
Guarantee a homogeneous and standardized data structure.
Orientation towards knowledge and the model; convert implicit knowledge into explicit.
Maximize the independence of domain semantics (application logic, queries, reports) with respect to infrastructure
technology (operating system, database, etc.).
Unique applications for different types of devices.
Allow the evaluation and verification of clinical safety to be carried out efficiently.
Facilitate the design and integration of suppliers' workstations.
Provide the necessary means for the technological and functional update of the clinical workstation programs.
14. Interoperability objectives
Related to CatSalut's approach to standardization, that prioritizes fitness for purpose and
consistency of the platform as a whole
Four types of standards are distinguished:
Semantic standards , e.g. ontologies, terminologies, ICDx and
SNOMED CT.
Persistence clinical information model standards for Health
information systems e.g. openEHR.
Interoperability standards focused on standardizing specific
communications between systems and/or applications. e.g. _ HL7v2,
HL7 CDA, HL7 FHIR, IHE profiles, DICOM etc.
Quality standards focused on improving the quality of specific artifacts
developed by Health IT , e.g. ISO/TR 14639-2:2014 (Health
informatics Capacity-based eHealth architecture roadmap ),
ISO/TS 21564:2019 (Health Informatics Terminology resource map
quality measures ( MapQual ).
The Health Information Technology
Platform wants to make use of
these categories, with a model-
based approach to its architecture,
particularly openEHR as the
foundation for the patient-centric
health record, and also
terminological standards and other
standards ( e.g. IHE) adopted
and/or adapted by other main
components ( e.g. system logs ,
access control, etc.)
15. Central strategic objective
To obtain a single therapeutic plan that
includes at least the patient's outpatient
treatments (prescription and hospital
medication for outpatients).
To improve the experience of users in the
collection and sending of the data
necessary for the clinical monitoring of the
treatments and for the billing process.
Object of the contract
16. Object of the contract
The tender aims to obtain:
An interoperable transactional information system for
pharmacy for the outpatient setting,
available to sites providing healthcare services in the Catalan
Health System,
including applications for the management of hospital
medications for outpatients,
guaranteeing integration with community prescription
treatments, as an essential enabler for the future achievement
of the strategic objective.
Where necessary according to the organizational needs, activity and
will of the hospitals, the solution must also provide solutions for
management and prescription of in-hospital medications.
Therefore, the tenderer must
provide the following services
Universal and indefinite license
for the duration of the solution
for all Catalan Health System
users.
Implementation of the solution
in health centers, as detailed in
the implementation plan.
Solution integrations, as
detailed in the solution
integrations section.
Evolutionary development to
achieve the implementation of
the solution in health centers.

All solutions that do not cover at the time of
award will be excluded:
Prescription by national product code and by
active principle.
Validation of prescriptions that require it.
Technological architecture that allows
deployment on hosting infrastructures of the
catalog offered by the CPD4-Critics supplier
of the Telecommunications and Information
Technologies Center of the Generalitat de
Catalunya (CTTI).
5.2. Integration requirements
All solutions that do not cover at the time of
implementation will be excluded:
Connectivity with the CatSalut Master Patient
Index and Catalog Server.
Integration with the Electronic Prescription
System.
Persistence of the pharmaceutical process
data, RPT and all those that are the subject
of the scope of this tender in a clinical data
repository based on the openEHR standard ,
according to the model of archetypes and
templates defined and provided by CatSalut.
