#8: Negotiations Explain the point on what negotiations went on.During medical treatment Chen contacted US embassy without getting proper reply from them. Why?Tool and Pawn Description of Chinas reaction..how they wanted the Chinese population to view the matter.China allowed Chen to apply to US through usual procedures how the Chinese govt. did not want to give imp.to Chen. However, under the table his visa application was done in his hospital bed. This shows that China wanted to get over with this ASAP.Lastly, once Chen left Chinese govt. still held an upper hand in Chens case by holding threats against his family.
