This document proposes a new digital welfare model called TLN (Traffic Light of Needs) to better connect those in need with volunteers. It would use a cloud-based system and mobile app to create a social "board of needs" where volunteers could see requests in their area marked as red (unassigned), yellow (partially assigned), or green (no current needs). This aims to more efficiently match needs with volunteers based on location and timing. The system would also analyze collected social data to help authorities improve social policies. It outlines the team developing the project, plans for data protection and verification, and financial projections showing profitability by 2025.

to analyze social phenomena and being able to

In person - The connection between the needy
and the volunteer is not smart: the needy has
to go to organizations placed in strategic points
without the certainty to find the volunteers that
can satisfy him needs: ther is no smart strategy
that guide the volunteers in the correct place and
at correct timing.
