Born in England in 1873, Thomas Bold worked as an engineer before immigrating to Western Australia in 1896. In 1914, the Perth City Council granted Bold six months leave and funding to travel to America and Europe to research town planning ideas for Perth. Bold visited several major cities and presented his findings to the Council upon his return. His report outlined recommendations for zoning, parks, and an overarching city plan that influenced town planning in Perth for decades. Though his first bill failed to pass, Bold continued advocating for town planning legislation and open green spaces in Perth through the 1930s.
