Dear Mrs. Ksenia Sosnina;
About 10 years ago I had a proposal for ILIM Group and also exchanged information with ILIM
Chairman Mr. Zakhar Smushkin and had very cordial communication with IP representatives, as I
am an US citizen. I am writing you in hope that the Zingarevich brothers will offer their support.
At the time ILIM which is a 50% IP JV just installed ovens to burn bark and wood waste in the
boilers that generate steam to extract the cellulose from the small cut timber pieces.
From Mr. Atamanov (formerly with ILIM) I know that ILIM produces over 1.5 million cubic meters
of bark and woody waste a year. I am very versed in the old Forestry Wars in Russia.
My proposal is to revive the logistic part of Baikalsk PPM and process the bark and woody waste
into high-tech fertilizer adapted for each crop and soil, which means a tailored, made fertilizer for
each crop and soil. The results are depending on the crop and soil 10% to 50% increase of crop
yields lasting between 5 to 10 years highly depending on rain/moisture and soil composition.
As the project is high-tech we will need around 100 to 120 academically trained professionals in
several disciplines and additional academic assistants if within the enterprise or as support for the
company sales force. At the time I had the support of former PM Mr. Dmitry Medvedev in writing.
Of course there are substantial Carbon Credits and avoiding the emanation of NOx including from
half burned timber or forest harvesting waste will substantially increase the Carbon Credit per
metric ton of bark and woody waste that will be processed in substitute natural fertilizer
Anticipated revenues within 5 years would be in excess of $1 billion or even $2 billion, depending
on which other forestry processing companies will join in the JV. Other CO2 polluting Russian
enterprises could buy and assign to themselves the saved carbon credits.
As you my know Europe adopted a carbon free economy by 2040 and taxes any products from
polluting countries. Recently China adopted similar policies in an effort to achieve carbon
neutrality by 2060. As in 2010/11 without active participation of ILIM in the proposed project I
have no interest in building an enterprise which would generate natural fertilizers, save on GHG
emission and save the cleanness of Lake Baikal. My predictions of years ago are proven right.
I am in hope, of Mr. Zakhar Smushkin anticipated positive business like response and approach.
