Editor's Notes

• #2: His Excellency David Koh, Chief Executive, Cybersecurity Agency of Singapore His Excellency, Ministers, Cybersecurity Coordinators, Heads of Cyber Agencies, Industry Leaders, and Academics from All States Ladies and Gentlemen, I would like to begin, by expressing my appreciation to the Republic of Singapore, for this very important symposium. On this afternoon, I want to share some experience and knowledge sharing, on Indonesia's efforts, to establish security and resilient cyberspace. Currently, Indonesia National Cybersecurity, coordinate by National Desk of Cyberspace or Desk Cyberspace National called DCN.
• #3: What is the meaning of Desk of Cyberspace? Not only just a piece of furniture, or a place to get information, but a special part of organization, in Coordinating Ministry of Politics, Legal, and Apparatus, who concretely address the issue of cyberspace. As mention in United Nations Group of Governmental Expert, or UN-GGE, the information and communication technology, or ICT, as a bases of cyberspace, should be Open, Secure, Stable, and Peaceful. Let me share some experience from Indonesia, how we see security and resilient of cyberspace, from our perspectives.
• #4: The cyberspace statistical of Indonesia, are as follows. First. Indonesia is a state that has, the biggest number of an active internet users, among all ASEAN member states. It shows that, fifty three people from one hundred person population, is an active internet users. Sixty four percent of user is between twelve until thirty four years, and forty percent user, access more than three hours of internet for a day. Second. The population of mobile connection has exceeded the population of people, since two thousand nine.
• #5: The cyberspace landscape of Indonesia, are as follows. First. Even the Indonesian people have excessive connected, the index of Network Readiness shows that ranking of 79 out of 142 states. Which should be our home work, is on the six pillar, is individual usage, and on the nine pillar, is economic impact. In our perspective, both of these, can only be changed with awareness, as well as the security and resilient cyberspace. Second. Indonesia now are at stage 3, at the level of cyber resilience maturity. Where our President, has initiated a top-down threat-risk-response program, which is realized with the establishment of the National Desk of Cyberspace, by Ministry that coordinates several technical Ministries that have authorities in national cyberspace area. Third. The cyber maturity of Indonesia is at a fairly high level, specially in the government organizational structure for cyber matters, and accessible cybersecurity assistance service. In fact, it will be even greater level, regarding the percentage of the population has internet connectivity, that fifty three point six percent from total population.
• #6: Indonesia has a biggest cyberspace opportunity, mainly related to future business on the digital economy. First. In two thousand twenty, Indonesia will have the largest number of productive population among ASEAN states, called Bonus Demography. One of country who had a bonus demography, and get benefit from it, is China now days. Second. The potential of electronic commerce in Indonesia raised more than three times just in four years. And more raised in the future. Concerning on the number of Indonesia Population, Internet Active Users, Mobile Connections, Cyber Maturity, and the Potential of E-Commerce, Indonesia take a highly attention on security and resilient of cyberspace, with a focus on the digital economy.
• #7: Indonesia cyberspace also had a threat like any states in the world. The important things to be concern, that Indonesia ever had become a biggest cyber attack source country in the world, in quarter two, two thousand thirteen. But quickly, Indonesia anticipate the situation.
• #8: Right away, Indonesia establish a special part of organization in Coordinating Ministry of Politics, Legal, and apparatus, to concretely address the issue. And make achieve just around two years, we can solve the issue. The key is a Multi Stakeholder organization in National Desk of Cyberspace that covering a wide range of all ministries, institutions, organizations, academics, privates, and many experts. As our Coordinating Minister said, solution to resolve it, are : First. Cooperation and partnership is the principles. Second. Common principles and norms at cyberspace, especially that security and resilient in cyberspace not only government responsibility but all people. Third. The Multi Stakeholder with involvement of relevel stakeholders. Fourth. Cyber security capabilities are critical. Fifth. Point-of-Contact addressing cyber security in every stakeholders, is a must. And each stakeholder connected as point-to-point. Sixth. Technology is a must, but not the primary.
• #9: This show, one of concrete effort concerning on security and resilient of cyberspace. We continues process for awareness, information sharing, and implementation of Internet Protocol version six, to all organization to more secure and more resilient .
