1. This picture outlines the generic integrated planning and resource management cycle. The picture is derived from a power point slide use in the NYU course 11.2665: Decentralized Development Planning in Developing Countries (Paul Smoke and Leonardo Romeo, spring 2009), but can easily be used to project the UNDAF planning and resources management cycle.The red box portrays the joint policy setting and planning undertaken by the UNCT as part of the UNDAF formulation process. The results of this step are the finalised UNDAF and the UNDAF action plan, which set out the strategic vision of the UNCT.The budgeting is done through the common budgetary framework, which outlines all the resources available and the resources to be mobilised in order to implement the UNDAF Action Plan. If the resource gap between what the UN needs to implement the UNDAF and what it can realistically expect to mobilise is too high, it may mean that the UNDAF Action Plan will need to be adjusted.The funding gap can be met through different funding mechanisms. One strategic decision the UNCT needs to make is whether it will go for joint resource mobilisation or not. If the decision is made to do the resource mobilisation jointly, different funding mechanisms are available. The best known may be the Delivery as One Fund.Joint Planning and Joint Budgeting can be followed by joint implementation through common services and harmonised funding mechanisms, and joint monitoring and evaluation.This presentation focuses on the existing UNDG options and tools for joint budgeting, resource mobilisation and implementation, and especially on the MDTF as a joint funding mechanism.
2. There are 35 ongoing UN MDTFs, which cover a wide spectrum of activities in humanitarian, post-conflict / transition and development contexts. Some of the Funds have a global character and use their contributions to finance activities in multiple countries, while the majority of MDTFs focus their activities on one specific country context. At present, all but 1 of the ongoing UN MDTFs are administered by the UNDP MDTF Office, which has de facto functioned up to now as the central service centre for the provision of transparent and accountable fund management services for UN MDTFs.
3. As of the end of March 2010, total contributions received from 50 plus donors to operational UN MDTFs administered by the MDTF Office stood at about USD 4.3 billion.These contributions were evenly spread out over the humanitarian, transition and development Funds, as can be seen in this chart.
