Cavour agreed to let France have the regions of Nice and Savoy after France and Piedmont went to war against Austria in 1859. Garibaldi freed Sicily from the Kingdom of the Two Sicilies and then took control of the mainland, uniting the entire kingdom. While Venetia, the Papal States, and Rome were still not part of Italy, Venetia was given to Italy by Austria in 1866 and the Papal States voted to join Italy after the French forces withdrew to fight Prussia in 1870, completing the unification of Italy with Rome as its capital.
